What approvals do I need to sell electronics in the US and Canada?
In the United States, most electronics fall under FCC rules covering electromagnetic interference, and anything with a radio needs FCC equipment authorization. Canada runs a parallel system under ISED, with the familiar IC certification and its own radio standards. Product safety is handled separately through recognized testing rather than a single government mark, which surprises many manufacturers new to the region.
The FCC system in the United States
In the United States, the Federal Communications Commission regulates products that can emit radio-frequency energy, which covers a huge range of electronics. Devices fall into categories with different obligations. Many ordinary digital devices must meet FCC emission limits and are handled through a supplier's declaration of conformity, with testing but no government certificate. Products with an intentional radio transmitter, Bluetooth, Wi-Fi, cellular, and the like, require the more rigorous FCC certification, which involves testing at a recognized lab, a filing through a Telecommunication Certification Body, and the issuance of an FCC ID that must appear on the product.
A point that catches newcomers off guard is that the FCC governs interference and radio, not general product safety. There is no single mandatory federal safety mark for most electronics comparable to CE's safety scope. Instead, electrical safety in the United States is addressed through nationally recognized testing laboratory certification, the marks issued by recognized labs, which the market, retailers, and insurers effectively require even though it is structured differently from a government scheme. Planning for the United States means handling FCC for interference and radio and, separately, safety certification through a recognized lab.
Canada and the ISED IC system
Canada's system parallels the United States but is run by Innovation, Science and Economic Development Canada, the body behind the IC certification long associated with radio products. Like the FCC, ISED regulates radio and interference: radio equipment requires certification against Canadian radio standards and carries an IC identifier, while many digital devices must meet interference requirements. The technical basis overlaps substantially with United States testing, so test campaigns are often planned to cover both markets together, but the filings, identifiers, and some requirements are distinct, so Canada is a separate approval, not a freebie that comes with FCC.
Canada also has its own requirements around language, French and English, for labeling and documentation, and its own arrangements for who can hold and represent an approval. As with the United States, electrical safety in Canada is handled through recognized certification, with marks accepted under the Canadian framework, rather than bundled into the radio approval. The headline for manufacturers is that North America is two related but separate markets: plan FCC and IC together to exploit the overlap, but budget and document for each as its own approval.
Radio equipment authorization in detail
For wireless products, North America is one of the more structured regions. In the United States, intentional radiators go through FCC certification via a Telecommunication Certification Body, which reviews the test data and issues the authorization and FCC ID; the product must then display that ID and required statements. Canada's IC certification follows a comparable path with its own identifier. Both regimes have specific rules about modular approvals, where a pre-certified radio module can simplify a product's path, which is a genuinely useful efficiency for manufacturers integrating standard wireless modules rather than designing radios from scratch.
Using a pre-certified module can reduce both cost and risk, but it is not automatic: there are conditions about how the module is integrated, antennas, and labeling, and getting them wrong can void the benefit. This is a common area for missteps, assuming a module's certification fully transfers without meeting the integration conditions. For custom radios or non-standard integrations, full certification is required. What manufacturers get wrong in North America
The biggest surprise is the safety gap. Manufacturers used to Europe's CE, where safety is part of the same marking exercise, often assume FCC covers safety. It does not.
